If every other match has such a person then that affects the other team too, no? The goal is for my team to be better, on the average, than the bad guys. The only part of the entire equation that is non-random from my standpoint is myself. Anything else affecting my team also affects every other team.

The idea of going by damage dealt isn't bad but it isn't the only factor, along with finishing the unfriends, stuns, frosts, shielding etc.
Also for doing more than the average damage there could be some reward. Here i got x14+ times (thanks fixers) the damage in comparison to infamy but then here it doesnt really matter as long as its above the average for the record.

I get players dealing 0 damage too, (mostly speeders) but never took at them or report them cause this can happen to everyone sometimes.

I remember Bennunator shared a battle log with blacktail nailing down the enemy team quickly in Porthos' 'The Best of you' thread, whereby he worked so fast the rest teammates didn't got to do much.

But then the rest cant be blamed for less damage right? If a player does everything fast and the others do not get a chance to do enough damage they cant be blamed. So this can be a flaw.
Or it might be sometimes even the good players do less too, but enough to win.
To prove my point, here are some examples of some good players who did less but not necessarily are bad :

And many others (max upload limit reached :p)
But it doesnt mean they are bad players or cant do enough damage. Hence this system might be flawed for such cases.

I agree, occasionally it's fine, particularly with Speeders. How often are you seeing this in Nightmare? Is it the same 11%, what I see in the 2k range? Below 2k in the unpredictable chaos I'd bet it's even higher.
