    I didn't notice the cannons because it wasn't affecting my shot with the sniper or EC .. but it looks like everything (that I have the stats to compare) received a 10% boost to the base projectile speed, so I'd assume that's how much faster mortars are now as well.

    it feels that they did all these turret and agi change to accommodate the firing mechanics of a gatling gun, however there are better fixes i could think of rather than their drastic update

    That wouldn't surprise me... they commonly bandage one thing as a reaction to another rather than addressing to root cause. Cruise Control and Autopilot came along with Max Agility because boat handling became difficult. Adding MK level to EventMatchmaker(tm) was done because Gear Score wasn't good enough on the edge cases.
