Suggestion - Einstein inspired yellow effect

    Dazzle

    -New yellow effect
    -Reverses or randomizes victims turret movement(maybe ship movement too)
    -Disables locking target.(This effect would be meaningless otherwise)
    -Duration is a little bit less than Frost and Stun

    Light Beam

    Dr. Buzzkills new toy. Inspired by Einstein's Relativity
    -Clings Dazzle effect to one player.
    -Shots like Frost Blaster
    -No range limit
    -1 slot point
    -11.1 sec Cooldown

    Blind
    -Triggers when you got Dazzled
    -While you are blind, you cant get Dazzled.
    -Its a green effect, so It doesnt harm player.
    -Duration 1.5x of dazzle duration
