Sure, why not make an individual ranking based on “personal effectiveness in battle”. I would bet a million dollars that shooters with mortar/firebomb heavy load outs will top that list. Their damage isn’t all that useful, and so they maintain a pretty average infamy while dealing tons of (usually unfocused) damage earning them the top damage dealer each game. Unfortunately though, that strategy doesn’t quite get them the wins they feel they deserve for “carrying”. Sometimes the player that died first is the player that gets the team to win due to a well timed attack that opens the enemy team up or a sacrifice to kill a higher infamy opponent/fixer

Seeing the fact that you want an individual performance ranking system, I can assume you're not a support ship.
And like @Ian said, "shooters with mortar/firebomb heavy load outs will top that list", while support ships we be down at the bottom.

And there must be a reason for a player constantly losing, while others aren't. For example, a fixer has a high win rate because he helps his team win, making him a support ship. But I'm not trying to say everyone here should become a support ship, I'm just saying this a strategy game, not some crappy shooting game where whoever has the biggest gun wins.
Don't forget, support ships have a downside to damage dealers, as they usually get less stars because the star system doesn't have prefect numbers/percentages for everything that happens in battle, and in the star system, damage seems to be key for obvious reasons.

not that many? On the top of my head are:

    - Tanking
    - Taking damage
    - Distraction
    - Dodging/wasting enemy shots
    - Stunning
    - Blocking
    - Killing priority target
