    That could be a genuinely bad player, and maybe not even P2p with that amount of battles.

    Weaker enemies: This is valid. But, why do the bad players need weaker enemies?
    Easier quests: This is valid. How about quest does not count if you below your highest infamy for example by 800? Of course, bad players can gradually go down. However, we can slow down the taking process.
    More stars: This might not be valid because if the infamy is too low, the bad player will not get star.
