What does this mean? Does it mean that inviting and kicking permissions...
    1. Take precedence over the guild's status (open, request or invite)
    2. Can be granted to or removed from both officers and members in the guild?

The second. The ability to invite or kick is no longer tied to the guild's status and can be seperately set and altered by the leader. This would, for example, make it possible to have a "by request" guild, where members can invite but not kick.

Ok... but doesn't that make the guild status and officership useless? (Other than the fancy badge )

That would depend on how permissions are set. Theoretically, you could set officer and member the same, and then officership would be "useless", yes. Guild status would still affect how people can join the guild.
