ideas for balancing mines/torpedoes?

    Aye, 100% agree.

    Also, big torp does not need a buff for most people, because it's positively POISON from the bot level to NML. Above 4k infamy, you get a LOT of fast boats which makes the big torp pretty redundant save for some situations(this can be countered with an all speed perk build, however, it isn't advisable because you need the burst).
    The issue here, as with most weapons that need buffs at this point in time, is that the big torp is immensely powerful right up until the NML2 boundary, and it tapers off after that. Kinda like the defender. There's a small subset of about 200-300 people at the very top of the game that actually NEED the big torp buff. To everyone else, that buff would make the torp gamebreakingly OP.

    I still haven't seen a solution to this dilemma.

    Stop crying and use them as well instead of your 5 sniper cannons or 6 rail guns or 5 explosive cannons. You can only use a certain amount anyways. You see a mine just avoid it plain and simple or spam some of your own.
