It will increase your current speed by the % stated so if my maths serves me well you'd look at it as:

    1.36 × 103.1% = 1.40 + 1.36 = 2.76.

What's to note is that the overboost and nitro allows you to move in excess of your speed limit for the duration.

    1.36 (your speed) × 1.031 (overboost speed) + 1 = 2.76

    Or for short 1.36 × 2.031 = 2.76

Related question: If a turbo brings you over maximum speed and you use an overboost, does your speed increase by the maximum speed or the actual speed with turbo?

You add +1 before you multiply lol. So you don't have to do it as a percentage

    Your speed without OB:
    0.76+(0.76×(0.5875+0.2)) = 1.3585 or 1.36

    Your speed with OB:
    0.76+(0.76×(0.5875+0.2+1.031)) = 2.142 or 2.14

People make the same mistake when calculating burn damage. The percentage multiplier is calculated together - not at each step.

I would assume the speed cap number is used for the calculation - otherwise you'd see a lot more max turbos. But that's a guess.

That's good to know, but it doesn't seem to work with frost.
My tier 5 rare big torpedo does 2,100 damage with around 1,000 base damage. I also have 25% extra frost damage from crew training with 3 epic perks giving an extra 61% damage on frosted targets.
Using the method above, I would hit a frosted target for around 2,710.
    2,100 + (1,000 × 61%) = 2,100 + 610 = 2,710
However I always seems to hit upwards of 3,000 damage which is consistent when applying the bonus on the full damage of the weapon.
    2,100 × 1.61 = 3,300
Does anyone know if they work differently?

I broke it down that way because it seemed easier to explain, but it still works ..

    Screenshot_20180830-082420.png
    Torp damage:
    (1,442+50)+((1,442+50)×(1.01+0.3)) = 3446.52

    With 20% frost:
    (1,442+50)+((1,442+50)×(1.01+0.3+0.2)) = 3744.92

Or .. you can do it like this -
(Base + crew bonus integer) × (all multiplier percentages+1)
    (1442+50)×(1.01+0.3+0.2+1) = 3744.92
    1492 × 2.51 = 3744.92

Then, I believe there is a +/- 10% RNG in matches.
