Im using a lvl 17 epic at 4.8k! The answer depends on what alternatives you have and what your goal is. Fx, Im sure a lvl 30 Pulse would do you more good, it still selfheals but it also gives some help to your teammates that will play as if healing is available.
However, if your goal is to farm Duct Tape damage for the achievements (to get better tapes), then a lvl 10 rare tape is better than no tape, hente why Im playing with an underleveled epic rather than a developed item.

Finding Pulse+double tape surprisingly solid, climbed around 500 infamy after swapping to it yesterday, was pretty low for this late into the season though. 7.8 million to go before its time to frustrate my teammates with triple taping!
