How do rare / epics compare to legendary?

I'm pretty sure that unless evolved, tier V and maybe IV epics can beat legendary equipment, but I would like to know some of the specifics if anyone could help. Basically, I'm wondering if there is a conversion of epic -> legendary, and I'm also wondering how tier V rare compares to those. Also, are all these rarity conversions the same across all items? Thanks if you are able to help

 

The store lists all items and varities, so you can go check specific items there.

A lvl 1 legendary is slightly better than a lvl 50 rare (so a lvl 10 legendary will always outperform a rare and by a noticeable margin).
A lvl 50 epic will always outperform a lvl 10 legendary.
I suppose a lvl 10 legendary is roughly equal to a lvl 40epic

Edit: Looks like a tier V 50 rare is roughly a level 31-34 epic, depending on which weapon it is.
