When upgrading any ship to Mk. 2, it decreases all of it's stats except health. Why?

It seems like that would make the game less fun over time if it continues that trend at higher levels. At max, everyone's just going to be sniping in mostly-immobile tanks. It almost seems like it's there just to force people to use Gear Lubes and Overboosts, but all of those increase stats by a percentage so they will be less effective at higher marks. What's the purpose behind making everyone move, turn, aim, and die slower?

Well think about it.. better and bigger ships will usually be slower. By adding boosting items you can get faster and better ships anyway. There is those spots for those items for reason. If there wouldn't be any drop on these benefits, there might not be any new spots for those either.

Yeah, logically they might be slower, but this is a video game. Fixer and Enforcer only get two passive slots at max, so they will still have to deal with at least one of their stat degrades unless they augment them with yellow skills, which have cooldowns.
Not only that, but blue passives upgrade speeds by a percentage. For example, if you already had a rare Turbo on your Speeder, then you upgrade the Speeder to Mk. 2, you're still going to be slower after the upgrade.

I'm just worried about what that does to high-level games. Do people stack passives enough so that the degrades don't matter, or does this just become Shooter Bay?

Check that out. There's top players playing at @P0rthos video. You can see it doesn't effect to match going a bit. Actually it just gets way more harder.

So, people just stack Blues so that the degrades don't matter. Then why does it decrease the stats in the first place? Is it just so getting legendary Blues doesn't break the game (since you can upgrade items but you can't upgrade ships that way)?

For that I don't have an answer but I find it more useful that you can upgrade the ship by these blue items. And therefore it would just be odd that you won't lose any stats if you don't upgrade.
