Was the seal clubbing rate lowered?

    Past couple of games I've been getting no gold/sugar and no stars for matches as if i had the seal clubbing penalty, but my season top infamy is 1997 and my current infamy is 1612. I thought the most infamy you could lose was something like 800 before your rewards were slashed?
