Upgrading Tier items

    I have two tier 2 uncommon Turbo and 2 tier 1 uncommon Turbo, and i would like to upgrade to tier 3 turbo.
    I wanna know whether is there any difference for me to upgrade my Tier 2 Uncommon Turbo with another Tier 2 Uncommon Turbo and Tier 1 Uncommon Turbo. Will the upgrade adding the ability/skill/power based on the item which to upgrade? Please advice.

    Eg:
    Tier 1 uncommon Turbo 12.0% + Tier 1 uncommon Turbo 12.0% = ??
    Tier 1 uncommon Turbo 12.0% + Tier 2 uncommon Turbo 23.9% = ??
