    My apology if this idea is posted somewhere.

    This new item will radiate intense electromagnetic wave around the user. The intense wave will add the cooldown of the nearby ships.

    To be clear, TB effects one ship and delay shot for in a scale of ten seconds. In contrast, this will
    1) Effect all nearby ships.
    2) delay shot in a scale of a few second.
