Stun + double pulse bug?

    If I get stunned by tesla bolt and spam double pulse straight after the stun expires, the first pulse works as intended. However, the second pulse seems to go on cooldown, but the heal doesn't activate. This happens consistently in my games. In the interim, I avoid this issue by leaving a delay between my pulses. Anyone else getting this issue?
