Rivalry Matchups - How exactly is it determined?

    Is it solely based on infamy levels of teams, or is there a complete algorithm that takes into factor completed quests and/or other misc details about teams? Not just thoughts, I'd like to possibly hear from a developer or someone who has gotten an answer, thanks guys! Happy floating
