Pulse and Tesla Bolt Block

    If a friendly has an active healing pulse, a Tesla bolt will block the HoT effect as per design and the Hot will just count down without healing. Removing the block with the healing bolt will allow the healing to resume for its remaining duration.

    If the friendly is hit by the Tesla Bolt first before the pulse is applied, even though the pulse's healing is spread across 8/9 seconds and doesn't immediately tick, it blocks the application.

    My query is whether this is a bug or design. I'm of the opinion that it should still be allowed to apply but the healing is nullified until unless the block expires or is removed.
