    This deals 1800 ( if total maxed out) And makes the enemy slow for 3.5 seconds imagine this as blast canon but shoots harpoon. I like spoons . The cool down has the same amount as the blast canon does.

    Unclear, better like this ...
    Harpoon slows the target by 70%, and you can let go at any time. You do not have the right to attack the target while holding the harpoon!
