New blue item!

    So this one's my idea:D I have a new blue item. Called the stopper. (I know name is crap) So basically a blue Tesla bolt. What u do is shoot it at somebody and if it hits them it disables their turbo, bandages,rudders,and gear lube for a certain period of time.
    Basic no training Stats-
    Common- duration 2.5s
    Uncommon-duration 3.2s
    Rare-duration 3.9s
    Epic-duration 4.6s
    Legendary-duration 5.3s

    Nice idea but the item itself would go into the yellow category

    Blue items are STRICTLY passive.

    The suggested item from the OP should be a yellow item, or possibly even a red item (but if red it only reduces effectiveness by %).
    The blue item equivalent should be one to counter the original. It might also be a cool item if it gave stun resistance passively, like the buff from getting stunned, reducing incoming stuns by 50% (this effect should not stack with multiple of this blue item).

    Interesting idea, however, I feel that this is too similar to the Tesla Bolt. I am also concerned for the addition of new items in the game, as it reduces the chances of getting the items you really want.
