Locked crew training

I understand not being able to train certain abilities until unlocked with appropriate level requirements but why then also inhibit training with insufficient storage to pay for it?

I am trying to unlock Brock evolution 3 that said could not be done until level 21 and im now level 22 and still 200k short on space. With the small increases in storage it looks like many more levels will be needed before I can actually proceed with training.

Why is the catch-22 scenario necessary in regards to training certain crew members and those related traits? Would it not be more transparent to just say unlocks at level 25 or whatever level sugar storage reaches 550k...

 

Further incentives to use Pearls. Since it it trainable, but you dont have the storage. You CAN however fill your sugar and then click train and pay x pearls to still train the skill. So just pay players can train earlier.

 

I just wrapped up another level and saw that i could buy the missing resources with pearl. I may just end up doing that. It makes more sense now...

 

Same, I have Sinklair upgrade stuck at Evolution III with cost 400k.

I cannot really know what level is this unlocked since I was stuck before with the same Sinklair at lvl9 with 270k. Needed lvl19 to do that. And when I get stuck again I am lvl21 already.

By my estimation I will have to be at least 23 or 24 to do that upgrade. And 550k... I think you need at least captain level 26 or 27.
