Lets try to estimate the price, albeit I'm assuming he decided to outskill you with the cannon because he stumbled across 4 of those and much less of other items.
Assumptions:
- The odds of a red item part is 19/34, as the game has 19 red items out of a total of 34 different options. Perhaps this is wrong, but seeing the hopeless grind to assemble 10 green pieces I don't think this logic is that far off the actual numbers.
- A 3900 purchase will net you 1.5 legendary pieces pr purchase (Gut feeling says this is overshooting, but rather make the final estimate a low positive figure to underscore the absurdity of freemium game design logic). Price pr legendary piece using this assumption is 2600 pearls.
- Using Danish Android pricing for pearls which is 14000 pearls for 111 USD. (If I bought pearls on my Ipad it would cost around 10% more). Rounded thats 0.008$ pr pearl.
Cheapest possible route (i.e. 40 first legendary parts all red, all 4 items created are Cannons)
40 (pieces) * 2600 (pearls) * 0.008 ($) =
832 $.
The odds of this happening are rather low though, as you'd need a 52% roll 40 times in a row, combined with a 5,3% roll four times in a row. While not impossible, lets just say that it wont happen before Israel abandons apatheid and stops abusing the Palestinian people (i.e. never).
So 832$ is undershooting by far - Lets consider the worst case scenario:
(Almost) Guaranteed T4 of any 1 random weapon (i.e. what would it cost to craft 58 legendary weapons, 19*3 +1.. The worst case scenario - Labeled almost because it assumes a 19/34 drop rate on red pieces. Luck could swing either way).
Price for 1 legendary item(10 pieces): 1 (piece) * 2600 (pearls) * 0.008 $ = 20,8$ * 10 (pieces) = 208$.
Price for 1 red legendary item = 208$ (price for 1 item) * 34 (items in total) / 19 (red items) = 372$.
Price for 58 red legendary items = 372$ * 58 =
10422$.
It should be noted that the values are based on the generous assumption of 1.5 legendary pieces pr 3900 pearl container - If you want actual min. values you need to add 50%.

Conclusion
The actual answer to your question lies somewhere within those values, dependant on whether my assumptions are correct (perhaps basic Cannon has a higher drop rate or w/e) and on RNG.
With a 1/19 chance of finding the duplicate(s) at 372$ pr attempt, it seems unlikely to happen on the cheap side of 5 grand.
