Legendary Perks?

    I've never seen an Epic or Legendary Perk. Do they exist? Also, is the shop the only way to get perks? I would love to see them show up in the chests to replace some of the 1,000's of power cells I don't need.

    No such thing as legendary perks, Epic perks do show up time to time. The shop is right now the only way to get perks :)
