Is this a cheater or bad lag

    This player mero9000 was hard to hit and watching the battle back I see he was moving sideways most of the time and seemed to sometimes have a speed boost. But at the beginning he has one of those zig-zag stutters I associate with lag. So what do you think, a hacking cheater or poor connection?
