is it bug?

    sniper cannon
    lv50 rare dmg 487
    lv1 legendary 530
    530*（1-7.5%）=490

    ballpark
    lv50 rare dmg 471
    lv1 legendary 419
    419*（1+14%）=478

    so the question is that legendary sniper & ballpark did not Balancing?
