I'm not sure if it is a bug or not. Help!!

    I posted this just now because I am not sure if it is a bug or now. The perk obviously says +10% but has no affect on Cannon and takes away 1.5% off my sniper. Can someone tell me if this is a bug or not please. If not. I have just wasted 59k gold on this perk
