If DEVS don't acknowledge this Tesla Bolt Bug, Throw fixer in the trash!

So the intended effect of the heal debuff is that when you get stunned by Tesla bolt you lose all your healing, the healing debuff continues and you receive no heal until the stun timer is gone. HOWEVER, in multiple cases where I have been stunned and shortly afterwards hit and unstunned, my healing never came back.
Video #1:
After being destunned i press the epic item... receive no heal, wait for cd of rare and press it, no heal. It is not until i press the uncommon that i start getting heals back.
Video #2:
After being stunned i immediate got hit with a cannon and get destunned. You can see i spam my green items trying to heal but NOTHING comes. All i see is the visual effect. COME ON!!!!
We need to shed light on this rare issue thanks.

When you get stunned by a nightmare level tesla bolt.
I pressed my duct tapes 4 TIMES, and i even used a nitro as well. All while destunned. There was no heal whatsoever. Throw fixer in the trash if you don't fix this.

How does this bug make the game unbalanced?
When you get stunned by a tesla bolt, regardless of whether its active still or you got hit right away and get destunned. From the moment you are hit with the stun , for the next few seconds for the ENTIRE duration of the stun.
You cannot use pulse.
You cannot use box.
You cannot get hit by repair bolt.
You cannot use duct tape.
The animations will still show but no green numbers will appear.

Can someone please just acknowledge this bug. I Uploaded a new video evidence. This bug is getting ridiculous.
My hypothesis as of now:
The intended heal debuff is suppose to prevent all healing while tesla stun is active.
From my evidence in the videos, Tesla stun heal debuff seems to last for the FULL stun duration regardless of whether the target is stunned or destunned.
^You cannot leave it like this, at high levels with long stun times, might as well throw fixer in the trash. Please fix.
I do not care how long it takes, i just want to know you guys have ackowledged this. So please reply! Thank you!

Does this mean it also negates ALL CURRENT DURATION HEALING?? for ex. You have 8sec healing buff left, stunned for 3secconds,the rest 5sec will be negated and the bug is rather the buff indicated not disappearing, either way, THATS ONE OF THE REASON PEOPLE DONT USE TAPE

 

What the current bug does is that regardless of whether or not the stun is active, all healing is blocked for full duration of the stun. This is not limited to duct tape. pulse and box and bolt, nothing will work.

Example: You just pressed your pulse and duct tape and right after get hit by a tesla bolt for 15 sec stun, but right after u get hit by cannon and lose stun. NO your tape and pulse heals do not come back. For the next 14 seconds, if you spam press tape or pulse or get hit by a heal bolt or use box you will not receive any hp. EVEN THOUGH you got hit and the stun is no longer active. SMH
