Would you make use of a tick-box in the friend-list, to filter for "fleet compatible" friends?

    There's a lot less salt among players on the Bay, so people tend to have numerous friends linked. Random fleet requests are always coming through, so how about a button to view only those you are able to fleet with.

    Takes less time than the global cooldown to click on a person and see their infamy. +-800 is the fleet range. Developers have more to worry about than this.
