19 - Slow more. More range doesn't help because of projectile spread.
22 - Your choice. Based on what ship you use.

    19-slow
22-turret. if you're close enough to be using carronade there's a good chance you're close enough to be taking advantage of the turret effect.

Depends on the ship. A Defender or Shooter using it against a Speeder or Enforcer won't notice slowing the Speeder or Enforcer as much as the other way around.

As a Defender main who has used carronade for a long time, I can say that the turret slow doesn't come much into play against them. But it's not because they don't notice it, it's because of how the fights play out. Usually the speeder tries to circle strafe, or just sail through me and get farther away. The enforcer will try to juke back and forth and if that doesn't work they will often try to get around to the other side of me. In those situations my own turret speed becomes more important than the temp slow on theirs.

I'm running rudder and lube so the turret slow is still pretty cool against shooters and other defenders.... I can strafe them, turn them sround, and so on. But if I had multiple shield or bandage build, and still wanted carronade, I probably would just do the damage increase instead of the turret slow.
