Can no longer use upgraded items to evolve other items

    I have a small shield that I upgraded to level 11. I wanted to use it to upgrade another small shield to level 50 but this new version takes that ability away.

    This is not from Update 4.0.
    This has been the case for almost a year, or more. You can only use items with LEVEL 1 thru 10 to Evolve other items.
    Once an item has been evolved to Tier 2(level 11), it can no longer be used to evolve other items.
