Buff to frost (again)

    1. Make frost only take 1/2 duration when a bullets.

    2. Make the Rudder and Gear rotation (amount of frost) slower

    3. Make item cooldown 25% slower when frost is on (train)

    Sounds badass, I'd run frost on my speeder instead of TS if this happened...
    Sounds OP, especially when you consider RGs. Maybe put a solid value on it?
