10 Games Losing Streak & Example of Poor Matchmaking

I play this game because I like it and I want to play with a legendary weapon at some point. However, after 20k in battles, I realize that only only P2W players receive the true rewards. I thought I would be able to earn legendary pieces once I made Ace 1 and finished in the top 10, but even that has been thwarted by seal clubbers. Again....why aren't clubbers banned? It should be obvious that he/she is having a negative impact on other players. Can you imagine what noobs must feel like when they have to play with this person? I was pretty close to earning a legendary piece before I was thrown into matches with seal clubbers. 20k in battles and still I wait for a legendary weapon. I could've been a seal clubber and ruined the game play for thousands of other players. I probably would've gotten better rewards much sooner, but I'm trying to do the right thing here.
