    The cooldown for tape has increased 1.9s. The effect increased by 10 per second. The heals per second are about the same after the update. I doubt...

    Fix Tape. A maxed tape training cooldown of 13 seconds? Stupid. The last update made fixers stupid to play. This one does me in as a fixer main.
