    Is the quest lineup same for ..
    1. All guilds
    2. Only rivalries
    Or is it different for each guild?
    Anyone??

    Neither 1 or 2. All guilds get their own random quests

    it's broken/rigged. One guild might get a bunch of soloable quests and the other gets a bunch of more difficult fleet only quests. Every guild in the Rivalry should get the same board imo. The boards can be random, but give every guild in the rivalry the SAME board to work on, so it's even.
