If recent patches (2.4 forward) is any indication, then devs disagree -- They have been pretty consistant with nerfing fixers anytime 1 makes it near the top of the leaderboard.

More than anything I think high end Fixers (i.e. better players than me) are paying the price for how mechanics causes Fixers at mk4/5 to look like they are overperforming. By that I mean that during that infamy range you are often matched upwards, and a support boat handles that alot better than a dps boat - Healing is efficient regardless of who you heal. Its alot harder being a mk5 speeder in a mk7 game, than it is to be a fixer. For some reason mk6+ Fixers has to pay the price for that despite a near 0% penetration to the top 25 over the past months.

While more health would be nice (might aswell just increase base rather than forcing every Fixer to level a new shield?), the main issue is the Repair Pulse 50% piss patch changes. Having low HP would be fine if Fixers could heal themselves efficiently, preferably without having to use 1/3 of our healing slots for an item that does nothing for the team. The change would have been fine if Fixers were a dominant boat beforehand, but they weren't (at the only stage where tight balance is crucial, i.e. endgame).
But again, I highly doubt it will ever change - Devs have been very persistant with making sure Fixer doesn't come close to the top boats in peak performance --- Guess its working as intended
