    As far as I know, it's just derpy. Rumor has it that it does extremely small damage in an extremely small radius... nothing much but a status symbol/troll item.

    Bonus scrap value, it’s minimum scrap isworth the minimum of 4 or 5 epic items
    Have enough parts to take my big torp to lvl 50 now when I get the sugar lol

    If we upgrade it to a certain level and scrap it, do we get more powercells than we put in?

    First of all, they are upgraded with 1 common powercell although it's an epic item. So you never put epic powecells in there. Secondly people have reported that scrapping results the same amount of parts regardless of the level so I believe that's the same with powercells, if they give any.

    Well, the higher tiers all give the same amount of pieces so if you only want pieces, then you made the right choice :)
