I'd say it was the
agi changes that did it, them and the 4.0 update that improved the
speed. Pre-3.2, enforcer was a midranger that "
held the line" much like the traditional "vanguard" class, the Defender.
However, the agi changes implied that
to make the most of each class' individual attributes, roles would change. I'd say the agi change to the enfo was done to emphasize the difference between the defender and the enforcer, both of whom used to share the vanguard role,
with enfo actually being better than defender in the endgame
So at that point, the best of the enfo pilots saw that, to make the most out of the enforcer, they'd have to move into their enemies,
with more of a "gloves-off" approach to the ship. Aggression has been encouraged ever since the update that handed enfos the HP perks to their tesla shields.
Back then, everyone thought that it was a buff to the double bubble, but the big picture was that
it was encouraging the use of a single TS as a "battering ram" for a quick needle into the enemy. But back then, enfo didn't have the speed OR the maneuverability needed for this.
Maneuverability came up in 3.2,
speed came up in 4.0. The overall effect was that,
post-3.2, we saw enfo pilots contemplating speedforcer builds. And post-4.0, with the massive speed increase that every ship got and due to OB-nitro conflict removal,
speedforcers finally had the edge necessary to finally become meta.
