Item tier question

So I know this question's probably been asked like a thousand times, but didn't find another thread about it.
So here it goes, T5 epic item > T2 Legen item?

• Same perks 4 and 3 perks.

• All healing talents in maximum level.

Example: Is my lv 50 epic repairing bolt (with 4 7,5 healing perks) better than a lv 20 legendary repairing bolt with 3 of those perks?
I made some calculations and I think lv 50 epic = lv 25 legendary, am I right?

I think lvl 50 epic is closest to lvl 23 or 24 legendary depending on the item.

 

Yeah. So Peggy's are really only good when you have an epic that's less than T4

Depending on the item it's usually 22-26 leg = T5 epic
