New Perks that can be fitted to Rudder and Gear Lube

Okay, so we know that the % of players who equip a Rudder or Gear Lube is so minuscule that there have been numerous ideas for improvement. The primary idea I've seen is to combine the two items into one.

Here is another idea.
Create perks that fit Rudder and Gear lube that improve ship speed.
These would be event perks that would add % to the effectiveness of the Rudder and Gear Lube, combined with a % increase to ship speed.
The idea here, is that with a maxed out RARE(rudder or lube) Or EPIC you could have 3 or 4 perks that give like 2 to 8% increases in ship speed each, this could make a player seriously consider dropping his turbo in favor of the Rudder or Gear Lube.

I would leave it up to the Developers or the community to decide exactly what % of speed increases would go along with each rarity of perk. They would have to be high enough to entice a player to sacrifice a little bit of speed, in favor or agility or turret speed. Also, these perks would have to be allowed to equip more than 1 per item.

I personally would like to try using a rudder, but I can't sacrifice a turbo to do it.

And me flare talents... not worth sacrificing for agility
