What you’re talking about is absolutely a problem. There is no way new players should be running into a mk6 at 250 infamy.
But gear based matchmaking is kind of a double-edged sword. While it might stop a mk1 from meeting mk6 ships at 250 infamy, it would also stop a mk1 from meeting mk6 ships at 1000 infamy, or 2000 infamy, or 4000 infamy.
So the system would become fragmented. You’d end up with mk1s and mk7s at the same infamy, but thier infamy would be entirely out of sync, because they’re never able to meet each other, or even each other’s opponents.
That’s not to say it couldn’t be made to work somehow, but there might be better solutions.
The first thing we should do, is try to remove any and all incentives for people to tank. At the moment, between guild quests, leagues, and battle rewards, there is actually quite a lot of incentive for people to play below thier infamy. That needs to be rethought.
Secondly, we need a better system for identifying and dealing with people who are deliberately abusing the system (griefers, seal clubbers, etc...), as they are the real problem. The infamy system should actually work pretty well as is, so long as everyone played properly.
