As a Fixer, I'd be quite happy with that because I would crush if teams were sorted by gear scores (technically my teammates would, since they would be damned near unsinkable). Careful Fixers can get away with much weaker blue, red, and yellow items as long as our green items are powerful. As long as the team stays together, we keep them alive, and no bull rushers/assassins break through and target us (and sometimes even when they do) our team will win. The result is that gear score for Fixers is lower across similar infamy ranges. If you put me with ships in my gear score range, I expect that this would translate to the current infamy range of about 1200-1800 or so. I would be happy to club seals and get full rewards for doing so, but it would not be fair and balanced for the other players.

Notice the huge gear score disparity. I didn't just cherry pick, either. The entire league table is like that, and the number one player in my league is also a Fixer with a lower gear score. Check your own league table and compare gear scores of Fixers versus non-Fixers. Shooters and Defenders have highest gear scores at any given infamy, followed by Speeders and Enforcers, and then Fixers are the lowest.
