Reality. Developers. Need to please consider the implementation of all blue items due to how we the players want to use them.
Meaning dont rng blue items due to un-used and up their percentage to force usuage.
This is the one realm of the bay items that needs to be weighted and distribute to we the player ...our preference.

Players want to primarily get.... big shield, small shield, and bandage and turbo.
Most players want these for the blue items. This is meta fact. Your data will prove it.
No matter how many times your items creators want us to use lube and rudder. Most of us wont. And out right refuse to.
Ie. Using lube or rudder full time with most boats is lowering hp. Or causing us to die faster. Shorter life span when others shoot us.
Solution. Reduce the amount of lube and rudder in all blue items %. Also put a cap in legendary of any blue item that maxes a boats capacity. Lube, rudder, and turbo after leg 2 are worthless. They should be capped.
Lastly consider if we need lube or rudder in this game at all. And if boat attributes should be thru training tree. No boater really uses these items. Lube and rudder. Time to end them?
Bullet points.
1) reduce lube and rudder rng percentage.
2) cap to Leg T2 on lube, rudder, turbo since it maxes boat. And autimatically give another legndary blue item when that happens.
3) end lube and rudder completely and leave it to training tree attributes.
