I think its because you are a NEW guild, you gotta give good players incentive to join...
Don't be afraid to accept "Noobs", right now you have to fill up your guild otherwise no one is gonna want to join...
Look for mk1 & mk2's with higher than usual infamy, most of these players are skilled
Spoiler: READ Most hang back giving support fire but in order to do this they have to be good at aiming and have common sense...
since they make it to high infamy with low level ships. They are low mk level so not a lot of guilds are looking for them... When they eventually do get higher level ships they will be even more helpful for your guild
Kick inactives: You are trying to fill up your guild with active players, make sure that EVERYONE Big or small is active and contributes to guild quests...
Global is an "ok" place to recruit, every now and then you'll see people type: "Looking for guild..." its good to play a few battles with them when they join to see how well they play, remember as a new guild you can always help your members to play better by giving them advise... If you have any friends, family who play Battle Bay(People you can trust) these are good to have as your first officers, Leading a guild is hard and you will need help eventually since you can't be on battle bay 24/7. If people leave you can't get upset... just move on... believe it or not but there are great players out there who are looking for a guild...
