New or Old Weapon?

I came across a player with this item equipped.....is it old? new?
Obviously, it's not available in the store nor have i seen it often. This is probably my second siting of it.
Anyone know what it is or how the player got it?

It's bloody useless as a weapon though, so don't get too jealous. It's real purpose was to boost levelling up.

 

It’s called a training cannon. It’s like nuts and bolts, jingle bells and horn, they gave a huge fusing bonus
