Actual damage numbers are not shown.
These are graphs of relative damage numbers.
For anything to be relative, you first need a frame of reference.
So they made the damage of a Legendary (50) = 100%
And they made the damage of a Common (1) = 0%
All of the lines then show relative damage for that rarity-level relative to this 0-100% scale.
For example, for basically all weapons:
    - Epic (10) damage = Rare (18) damage = Uncommon (29) damage
    - Epic (20) damage = Rare (31) damage = Uncommon (48) damage
    - Epic (30) damage = Rare (45) damage = (...Uncommon weapons can't get this high damage...)

Some blue/yellow/green items also follow this equity scale, but many do not. Many require even higher Rare or Uncommon levels to match those Epic levels... (see Turbo, Overboost for examples)

(In hopes of clarifying even further...)
    Let's pretend we have a weapon where Common (1) = 100 dmg, and Legendary (50) = 700 dmg
Then, the lines on the graph show how leveling up that weapon through the various rarity-levels will be somewhere between 100-700 dmg.
So, if a point on a line says 25%, then that means it's 25% of the way between 100-700, which = 250 dmg.
    Thus, 50% = 400 dmg.
    Thus, 75% = 550 dmg.
And of course (again), 100% = 700 dmg.

Now, the graphs of the multiple colored lines are there to show what levels different rarities need to be for their damage output to be equal.
In other words... Go horizontally from any spot on any line to see what level another rarity has to be for the damage output to be equal.

The graph, unfortunately, does NOT show actual damage numbers for these weapons. That's mostly because there are too many variables (such as crew talents and perks), and more people would just get confused and cry "that's not what my Epic level 33 Blast Cannon says!".......

and then re-reading the OP: "why do all the weapons seem to have the same chart?" (it's true, they are extremely close)...

It's because Rovio wanted the growth scaling to be basically equal between all the weapons. Meaning, they didn't want one weapon to grow more powerfully through its progression faster than another weapon. They wanted each weapon to level up proportionally through it's rarity-levels the same as all the other weapons.
