With level 32 and 4757 battles under his belt, he's probably a seal clubber who tanked his infamy on purpose.
(or he could be really really really bad at this game, but seriously doubt it)

The rest of the team had higher infamy, I'm assuming to make up for their's:

He's a fixer.. He can lose even after doing everything right. Nothing you can do as a fixer when your team scatters themselves to the wind.

Though here it seems he's been losing on purpose. A Tier 2 Epic Big Berta can sink a ship in a single shot in that Infamy range (600).

Everyone can have a bad run, poor teams and AFK players....my infamy ping-pongs all over. And yes I can admit I'm not that great at this game and have lots to learn. Ship size is only proof of tons of sugar earned IMHO.

He was fleeted up so his fleet partner's infamy predicted the match level of other players

in fact the scale of game is
in fact they are not floating... they wait until everyone die, rush killing 2-3 people and stop moving waiting for being killed... a great work

People can actually be bad and just sit at that infamy level at mk5. I know, because I have people on my friend list that are like that. They've never broken 1000 infamy from the start of the game till mk5.

That said, this one has a suspicious amount of battles played. I didn't even have half that when I reached mk5. If he played that many, he must have learned something about playing, at least enough to reach 1000 inf o_O so my bet is on infamy tanker

Looking closely reveals that the fixer has been dropping infamy on purpose, and just fleeted-up with his friend to play a "normal" game for its strength...

I saw this in a battle today. mk5 shooter, after he stayed behind a pillar moving so it kept the unfriends blocked. After we died he rushed out and did 3500 damage in seconds.
