I remember a conversation about it a while back, where one of the devs confirmed that it was not possible(at this time, but it's something we may consider in the future).
I'm sure that if they'd changed it since then it'd have been in the patch notes.

It used to be possible BEFORE the game went global. Not anymore. Yeahp, this ruins all my plans, might as well scrape all those commons and uncommons I wasted resources levelling up.

Can't help myself mate, I'm against spreading misinformation.
We've all got a hard enough time building these boats as it is.
To be clear though, it was never possible. Just a sort of long running myth that was officially debunked at some point, I think in the old forum actually.

 

Well, let's hope it becomes possible in some future update
