Tape now underpowered

    The cooldown for tape has increased 1.9s. The effect increased by 10 per second. The heals per second are about the same after the update. I doubt it is proportional to the post update damage increases for weapons.

    Mine was 10 seconds now 13, 3 second is a big deal for USFixers.
