I think that a good weapon that they could add could be something called an Anti-pulse. It would be the same radius as a healing pulse, but it would do damage instead of healing and would cut actual healing down to 50% while your being damaged from it. I’m not sure what the other stats would be but I think it would be a good weapon

Interesting idea. With so many red items already in the game it’s hard to imagine something that isn’t just a different looking version of something that is already there. This would be different than anything else so it seems like a good addition to me.

There's plenty enough that already that reduces healing and makes the fixer life difficult. Personally, it's about time we had an item that reduced damage output. Considering how dicey it would be to use a pulse as an offensive weapon, it would lend to your survivability when using it if that's what it did.

This could also work as a yellow item that doesn't do damage, but nullifies a percentage of enemy fixing for a certain amount of time.

I was focused more on the damage idea than the heal block. I agree with you that reducing the healing isn’t necessary. Maybe slowdown the Global Cooldown of anyone caught by the pulse effect to reduce attack
