Are you supposed to be able to put 2 special perks in one item?

    Those are different types of cannon perks, the frost cannon perk and rapid cannon perk (forgot the name but it increases projectile speed + damage). You can put 2 or more different event perks on a weapon, but only 1 of a certain type of event perk on that weapon.
