A level 50 Epic is ‘roughly’, equivalent to a level 23 Legendary.

A t2 Legendry ‘maxed out’ to level 20, will be very close in power, but it’s missing a perk slot. So the Epic is about 5% damage, plus a perk, better.

all what i know that the difference between items are close ±1 level when comparing , and i remember that my my lvl 8 legendary (ExC) deal more damage(base damage) than my lvl 40 epic (ExC) ( like less than +20 damage) , so with talent lvl 8 legendary will deal a little bit more damage , but with perks my epic deal more damage than the legendary (lvl 10) , epic lvl 50 ( with 4 epic perks, maybe even 3 epic and 1 rare) deal more damage than a legendary lvl 20

Epics gain power at a much faster rate per level than Legendaries (which just start out powerful). So by the time it gets to level 50 the Epic is more powerful than a level 20 Legendary, full stop.
